So this page is organized the way the questions arrive: by community. Each guide below is written from the water provider's, the fire district's, the school district's and the county's own pages, with the date each detail was read. A community we have not finished reading up on says so and says how far along it is — that is a more useful answer than a paragraph written from memory, because the people who already live there would know immediately.
